W3C - The World Wide Web Consortium who controls the standards of web language. It defined
HTML 1.0
HTML 2.0
HTML 3.2
HTML 4.0
and recently XHTML.
Other modifications to HTML have been added to the particular browsers like INTERNET EXPLORER by Microsoft Corporation and NAVIGATOR by Netscape.
Netscape Communicator is a suite of accessories with the Navigator as its browser.
Internet Explorer has its own accessories.
Both browsers read HTML 4.0 but they have added individual properties for their own needs and creative designs.
