A great Chieftain must develop the timing of recommendations and actions. There is no magic to give one to develop a sense in timing. A young cheiftain often gains this skill by applying lessons learned in failure. Know whom you are dealing with, their motives, priorities, and ambitions are critical elements when seeking even the smallest approval.
